Residence, location and source scope
Different documents may refer to residence, physical location or the territory in which a service is regulated. Preserve the term each document actually uses. Substituting one for another can change the meaning of a policy or official statement.
A practical checklist
- Copy the relevant term accurately.
- Record how the source defines it.
- Mark unclear distinctions as open questions.
Putting it in context
A document that refers to residents should not be summarised as referring to every visitor physically present in the country. The source's own wording matters.
